Playoff Guidelines for Referees
This summary provides all necessary information for
Referees officiating in the Area 1D League and All-Star Playoffs including Guidance on Sportsmanship
points, substitution rules and match duration for regulation and overtime play.
Referee Misconduct Report
Area 1D 16/U19 Rules & Regulation require the
Referee shall submit a report of all misconduct to the AYSO Area 1-D Beach Cities U16-U19 Program Director. In the
event of a send off, expulsion, or other serious misconduct, the team member’s
Picture ID Card shall be included if available. Area 1-D Beach Cities Board
Members are encouraged to submit their own written report of any serious
misconduct they observe off the field of play.

AYSO Summary of the 2008 Changes To the Laws of the Game
The 122nd Annual General Meeting of the International Football Association
Board was held March 8th in Gleneagles, Scotland. With 2010 FIFA World Cup(TM)
qualification matches underway, the IFAB made minimal revisions.
The only amendment to the substance of the Laws of the Game is in Law Two, IFAB
Decision One. There was also a revision to Law One (standardizing field of play
dimensions for ‘A’ international matches) approved in March but subsequently
suspended at a special IFAB meeting in May; the proposed change will be
reviewed at the Board’s 2009 AGM in Northern Ireland.

AYSO National Rules and Regulations 2008-2009
This is the official version of the AYSO Rules & Regulations, which went
into effect on August 1, 2008. This is the version of the Rules &
Regulations ratified by the executive members at the 2008 NAGM in San
Francisco. It includes provisions originally approved at the 2007 NAGM, the
implementation of which was delayed until this year.
These rules may be amended or supplemented by Section or Area rules.

at the highest levels of officiating within the section, the following policies
and procedures will be utilized for all upgrades to the National Referee level.

Area 11-L is proud to sponsor the Area 11-L
Training Conference at El Toro High School in Lake Forest, CA. The
Instructor program Saturday-Sunday January 24-25, 2009 will include Referee Instructor , Advanced
Referee Instructor and Referee
Instructor Evaluator. The Referee
Instructor is the key referee instruction position for each Region in
AYSO. After attending the courses, candidates will work with experienced
mentors to complete their certification. Volunteers certified as Referee
Instructors may lead the U8, Regional and Intermediate Referee courses.
Advanced Referee Instructors may lead all referee courses up to and including
the Advanced Referee course. The Referee Instructor Evaluator course will
prepare qualified Referee Instructors to evaluate and participate in certifying
other instructors, and provide positive constructive feedback to them.
Good instructors are passionate about AYSO and articulate when speaking to
groups. Please consider which of your volunteers should specifically be
encouraged to attend these classes. People typically attend classes
because they are asked to attend, not just because a class is being held.
Instructors are a key to growing AYSO and spreading the AYSO culture.
Quality instruction is the first step to developing quality refereeing for our
kids.
In addition to the Instructor classes, we will also hold Intermediate Referee, Advanced Referee and National Referee classes January 16-18, 2009 and Regional Referee classes Saturday January 17 and Saturday January 24,
2009.
